A partir de um convênio celebrado com a Secretaria de Estado de Meio Ambiente e Desenvolvimento Sustentável do Governo do Estado de Minas Gerais, o Instituto Terra vai iniciar em 2016 a recuperação de mais 1.000 nascentes da Bacia Hidrográfica do Rio Manhuaçu. Trata-se de mais um importante passo no sentido de promover a revitalização da bacia do Rio Doce a partir do Programa Olhos D’Água de proteção de nascentes.
A iniciativa também vai contemplar a instalação de fossas sépticas biodigestoras nas unidades rurais selecionadas, totalizando 500 produtores rurais e suas famílias diretamente beneficiados pelo projeto, e indiretamente toda a comunidade da região.
“Sofrendo há décadas com o desmatamento, a seca, a erosão e a poluição, a região da Bacia Hidrográfica do Rio Doce agora exige ações ainda mais emergenciais após a tragédia de Mariana. Atuar nos rios afluentes tornou-se primordial para resgatar o fluxo hídrico na bacia como um todo. Tornar a disponibilidade de água mais estável durante todas as estações do ano e melhorar a qualidade dessas águas depende da qualidade ambiental das nascentes e dos respectivos riachos e rios que se formam”, observa Jaeder Lopes Vieira, gerente Ambiental do Instituto Terra.
As nascentes exercem um papel fundamental na formação e manutenção dos recursos hídricos. Cada olho d’água representa um sistema constituído por vegetação, solo, rochas e relevo, por onde se estabelece um fluxo que alimenta cursos d’água de maior porte e que se constituem importante fator de manutenção e incremento da fauna associada. Neste sentido, além de cercar a área ao redor da nascente, o Programa do Instituto Terra doa mudas de espécies nativas de Mata Atlântica para plantio ao redor do olho d’água – nas situações que exigem recomposição florestal – visando a proteção das áreas de preservação permanente (APPs), e assim garantindo a manutenção das condições hidrológicas na região.
Desde o momento da mobilização – para garantir a adesão ao Programa – o produtor rural passa a ter participação direta nas etapas do projeto, tornando-se parceiro estratégico do Instituto Terra. Recebe capacitação e assistência técnica para unir produção com conservação, com a devida gestão dos recursos hídricos.
Além disso, o Programa Olhos D’Água atua para ajudar a resolver outro problema que penaliza o Rio Doce, que é a poluição de suas águas pelo recebimento de esgoto não tratado – a falta de saneamento é uma realidade que ainda impera e afeta quase 80% da área rural da bacia.
Diante desse quadro, o Instituto Terra inseriu entre as ações do programa a instalação de fossas sépticas biodigestoras nas unidades rurais selecionadas. De fácil instalação e baixo custo, o modelo de fossa utilizada segue a tecnologia da Empresa Brasileira de Assistência Técnica e Extensão Rural – Embrapa, e trata o esgoto sanitário doméstico das propriedades, evitando a contaminação do lençol freático.
Como ação complementar, o Programa de recuperação de nascentes permite o levantamento e análise georeferenciada das propriedades rurais atendidas, identificando o uso e a ocupação do solo, bem como as necessidades de adequação ambiental. Ao receber esses dados documentados, o produtor rural pode viabilizar o Cadastro Ambiental Rural (CAR) e fazer a adesão ao Projeto de Recomposição de Áreas Degradadas e Alteradas (PRADA) do Governo de Minas Gerais.
Para medir os resultados alcançados com a proteção de nascentes, o Instituto Terra ainda realiza o monitoramento dos recursos hídricos, mensurando os ganhos obtidos em vazão e qualidade da água das nascentes protegidas pelo Programa Olhos D’Água.
O convênio assinado com a SEMAD e que vai promover a recuperação, a proteção e a conservação dos recursos hídricos (nascente e fossas sépticas) da Bacia Hidrográfica do Rio Manhuaçu terá início neste mês de fevereiro e deverá ser finalizado até janeiro de 2018. As ações envolvidas receberão recursos da ordem de R$ 5,7 milhões oriundos do Fundo de Recuperação, Proteção e Desenvolvimento Sustentável das Bacias Hidrográficas do Estado de Minas Gerais – Fhidro.
Outros R$ 1,1 milhão complementares para execução do projeto entram como a contrapartida do Instituto Terra, viabilizada por meio de parceria com a Arcelor Mittal Brasil, mediante a entrega dos insumos para cercamento das nascentes, como mourões, estacas e grampos.
As ações desse projeto em convênio com a SEMAD vão contar ainda com a parceria do Comitê da Bacia Hidrográfica do Rio Manhuaçu e do Instituto Estadual de Florestas.
Sobre a Bacia Hidrográfica do Rio Manhuaçu
Totalmente inserida em Minas Gerais, nas regiões da Zona da Mata e Vale do Rio Doce, abrange área de 9.189 quilômetros quadrados, integrando a macrobacia do Rio Doce. É formada pelas sub-bacias dos rios Manhuaçu, Mutum, São Luís, Pocrane, Itueto, José Pedro e Capim, e ainda por pequenos córregos, como o Barroso, Barrosinho, Sossego, Natividade, Santana, da Barata e Lorena. O rio Manhuaçu nasce na Serra da Seritinga, na divisa dos municípios de Divino e São João do Manhuaçu e tem extensão de 347 quilômetros.
