Programa de recuperação de nascentes do Instituto Terra está entre as melhores práticas para a ONU-Água
Ações na Bacia do Rio Doce já somam a proteção de mais de 250 nascentes.
O sucesso das ações do Instituto Terra na recuperação de nascentes na região do Vale do Rio Doce, entre os Estados de Minas Gerais e Espírito Santo, acaba de ser apresentado em Conferência Internacional da ONU-Água. Participaram do evento representantes da ONU-Water, especialistas do “Global Sustainability Panel” da ONU e de instituições de 26 países da América Latina e Caribe com “cases” de sucesso sobre a temática.
Do Brasil, apenas cinco instituições foram convidadas a participar do evento realizado de 3 a 5 de outubro, em Saragoza, na Espanha, e que teve como tema “Água na Economia Verde na Prática: Rumo a Rio +20”. Como resultado do encontro, os cases apresentados – entre eles o do Instituto Terra – vão integrar um compêndio com as 70 melhores práticas para recuperação e conservação dos recursos hídricos, além constar de um banco de dados on-line e em publicação da ONU-Water.
O superintendente executivo do Instituto Terra, Adonai Lacruz, representou o Instituto Terra e participou dos debates que mostraram como diferentes ferramentas podem promover o papel da água como um fator-chave na economia verde.
O trabalho de recuperação de nascentes integra o programa “Olhos D`Água” do Instituto Terra, que já contabiliza a proteção de mais de 250 nascentes na região do médio Rio Doce. O programa é dividido em projetos menores, com parceiros, patrocinadores e locais de atuação diferentes. Além disso, todos os projetos envolvem a mobilização das comunidades e dos pequenos proprietários rurais, do Poder público municipal e do Comitê da Bacia.
Em essência, é feito um diagnóstico da situação ambiental das propriedades rurais e a partir daí desenvolvido um projeto para uso e ocupação do solo. Os produtores e comunidades envolvidas se responsabilizam pela implantação e manejo das nascentes, sob a orientação técnica do Instituto Terra, utilizando os insumos distribuídos pelo poder público. Concluída essa fase, o Instituto Terra se responsabiliza ainda pelo monitoramento da água e educação ambiental dos envolvidos, através de atividades como cursos, palestras e dias de campo.
“Mais que uma questão cultural, os fatores que impediam o pequeno produtor rural de promover a adequação ambiental da sua propriedade relacionavam-se principalmente a sua incapacidade técnica e financeira. Com a doação dos insumos e a educação ambiental, conseguimos uma adesão maior desse produtor, que se engaja no projeto, tornando-se diretamente responsável pela execução das ações”, explica Adonai Lacruz.
Lacruz lembra ainda que, no início, o trabalho para mobilizar o pequeno produtor rural era maior e hoje há uma fila de espera para ingresso no programa. “Acreditamos que isso é fruto tanto do processo de educação ambiental quanto da verificação por parte dos produtores que não aderiram ao projeto, de que seu vizinho, que aderiu, obteve ganhos visíveis não somente ambientais, mas também produtivos a partir do aumento da oferta hídrica em sua propriedade”, avalia o superintendente do Instituto Terra.
