O Instituto Terra e o Ministério Público do Estado do Espírito Santo (MPES), por meio do Centro de Apoio Operacional de Defesa do Meio Ambiente (Caoa), assinaram um Termo de Cooperação oficializando parceria em favor do Programa Olhos D’Água, que tem como meta recuperar todas as nascentes do Rio Doce, estimadas em mais de 370 mil.
A parceria prevê, entre outras ações, que recursos oriundos de TACs Ambientais (Termos de Ajuste de Conduta) possam vir a ser direcionados para as ações de recuperação e proteção de nascentes desenvolvidas pelo Instituto Terra em municípios capixabas banhados pelo Rio Doce, bem como amparar iniciativas de educação ambiental junto ao público da região objetivando promover o uso racional da água e a proteção aos mananciais.
“Essa parceria representa um passo importante para a instituição, que tem como finalidade atender aos anseios da sociedade capixaba. Trata-se de pensar no futuro. De dar possibilidades para que os nossos filhos e netos tenham uma condição mínima de reverter os erros que a nossa – e outras gerações passadas – cometemos em nome de um ‘desenvolvimento’ ou ‘progresso’ propostos de forma desordenada e inconsequente”, destacou o Procurador-geral de Justiça do MPES, Eder Pontes da Silva.
Também participaram da assinatura do Termo de Cooperação a dirigente do Caoa, Promotora de Justiça Isabela de Deus Cordeiro, e os membros da diretoria do Instituto Terra, José Armando de Figueiredo Campos, Henrique Lobo e Robson Melo, além do analista de projetos, Gilson Gomes.
A dirigente do Caoa, Isabela de Deus, destacou a importância do Judiciário trabalhar em colaboração com representantes da sociedade civil organizada. “Em épocas em que a escassez hídrica transformou-se em um dos itens constantes da pauta atual da agenda política é preciso reconhecer a importância e não desperdiçar a força advinda de todos aqueles que desejam reconhecer-se como colaboradores, especialmente quando partem da própria sociedade civil e sinalizam esforços em prol da implementação da Política Nacional de Recursos Hídricos e da recuperação de áreas protegidas, a exemplo das nascentes, que cumprem funções sociais e ambientais relevantes para a minimização dos impactos provenientes da redução dos índices pluviométricos em nosso Estado”, avaliou.
Essa parceria entre Instituto Terra e MPES vai permitir estabelecer, por exemplo, um programa de educação ambiental voltado para os infratores, sensibilizando para questões como ocupações de área de risco e necessidade de proteção da fauna e da flora capixaba, visando uma redução do número de infrações ambientais no Estado.
Para Adonai Lacruz, superintendente Executivo do Instituto Terra, essa parceria é muito importante principalmente por sinalizar um reconhecimento pelo trabalho que o Instituto Terra vem realizando há anos. “O fato de um órgão de abrangência como o Ministério Público se engajar nas ações de recuperação de nascentes, tornando-se parceiro do programa Olhos D’Água, nos dá credibilidade, e impulsiona a continuar atuando em favor do desenvolvimento sustentável da região banhada pelo Rio Doce. Acreditamos que somente a união de forças entre todos os setores da sociedade nos permitirá reverter esse quadro de degradação ambiental, que neste momento, em especial, é revelado pela crise da água”, disse.
Para realizar os objetivos do Termo de Cooperação serão formalizados nos próximos dias convênios específicos entre as partes (MPES e o Instituto Terra).
